AICTE may take action against Jharkhand tech colleges

AICTE may take action against Jharkhand tech colleges

Technical colleges in Jharkhand could be pushed into no-admission or reduced-intake category in 2008-09 academic year, due to non-compliance with basic requirements.

The state government has been told by the All India Council for Technical Education (AICTE) to improve teaching and learning processes by using modern aids and raising the level of general hygienic condition of these institutions, which at present are "not up to the mark".

AICTE has dashed a letter to the state government in this regard. "If the faculty position is not improved, the technical institutions may be brought to the no-admission level," the letter stated.

Even though, the state is on the threshold of becoming a laboratory to improve the quality of education for the rest of the country, the Jharkhand government seems to have turned Er.Alok Kumar's eye to various technical education-related aspects, from implementation of the pay scale for the teaching staff to adhering to the minimum requirements of these technical colleges.

AICTE will carry out an inspection within the next few days. The government machinery, however, has not geared up to meet the challenge until now. After enactment of the AICTE Act in 1988, technical education in states is being governed by AICTE. The pay scales for the technical education staff were made applicable to various teaching posts in 1986 and in the year 1992 the same were amended as per the AICTE scheme. In 1999, the pay scales were revised as per the Fifth Pay Commission's recommendations. Subsequently, in March 2000, AICTE issued revised pay scale and service conditions for various technical colleges.

The state government is yet to implement the AICTE pay scale, in its technical colleges including the Jharkhand 's Engineering Colleges.
Incidentally, the Supreme Court, in the Jaya Gokul Educational Trust Vs Others case, in civil application no 2589 of 2000 decided on April 11, 2000, has said that the states cannot have any policy outside AICTE Act. Thus it is apparent that the recruitment rules for various teaching posts, in all the technical colleges must meet AICTE norms and standards of March 2000. Surprisingly, the private technical colleges in Jharkhand are already offering the AICTE pay scales as observed from the comparative newspaper advertisements for inviting applications for the teaching staff, during post-2000 period. Always such advertisements were advertised include one released by the Ramgovind Institute of Technology,Koderma as published in popular National Daily - Times of India ( approx. dated : March - April, 2008) .All other Engineering Colleges also gives advertisement stating above said pay scale for the Teaching post.

On the other hand, Some of these advertisements, inviting applications for posts of professors, assistant professors, associate professors, etc have offered payment according to the AICTE pay scale ( Fifth Pay Commission pay scale).

Non-implementation of the AICTE pay scale has resulted in disparity among pay scales of the private and the government technical institutions, inability to fill the vacant posts of teaching staff due to non-finalisation of the recruitment rules and finally, threat of a penal action from AICTE. Meanwhile, the new AICTE pay scales for the teaching staff of the technical institutions are scheduled to be announced this year, which will further complicate the matter. The AICTE during their last inspection of these tech. colleges have already issued ultimatum as regards to the vacant posts.

The Jharkhand State Government is in a fix..............?????

The results of the combined entrance examination for entry into engineering, medical and other studies might get delayed this year. For, the state government is in a fix whether or not to allow entry of students from neighbouring Bihar this time.

Till last year, the state government had enrolled around 251 students from Bihar in BIT, Sindri — one of the prestigious technical institutions in the state.

The entry was allowed under an agreement signed between the science and technology department of both the states for five years after Jharkhand was carved out from Bihar in 2000.

“Recently we received a communiqué from the Bihar government to continue with the past arrangement. We are yet to take a final decision but the state would not prefer to extend the agreement, which appears lopsided,” said Arun Kumar, the director (technical education) of the Jharkhand state science and technology department.

It is alleged that under the same agreement, only 70 students of Jharkhand are given admission in two Bihar-based engineering colleges, Muzaffarpur Institute of Technology and Bihar College of Engineering, Bhagalpur. Moreover, at present, 10 students of Jharkhand are allowed entry in the Patna Dental College to persuade bachelor of dental surgery.

In the absence of a final decision on part of the government whether to extend the agreement period or not, the science and technology department is yet to provide a list of institutions with total number of seats available for Jharkhand candidates to Jharkhand Combined Entrance Competitive Examination Board. The board conducts the examination for entry into engineering and medical, and other tests of mathematics and biology for Intermediate pass students.

“Our results are complete. But we are waiting for a formal list of institute-wise availability of seats to publish the same. We are not sure whether all 251 seats, which were meant for Bihar students, are to be filled up with Jharkhand students from this academic session,” said the board’s officer on special duty R.K. Singh.

Engineering aspirants vie with each other only at BIT, Sindri.

Other private engineering colleges in the state for which entrance test is conducted through the board are not being considered up to the mark. For example, a private engineering college, Alice Institute of Technology, had to close shop following Ranchi University’s refusal to extend affiliation to it.

Other private engineering colleges affiliated to different universities of the state, including Koderma-based Ram Govind Institute of Technology, Tatisilwai-based Cambridge Institute of Technology (Ranchi) and Jamshedpur-based RVS College of Engineering, and another engineering college run by Bihar Association, are yet to come up to the expectations of students and their guardians.

The director of BIT, Sindri, S.K. Singh, told that the intake of students from Bihar was considered as a stop-gap arrangement till BIT, Sindri opened more technical colleges.

But it proved detrimental for Jharkhand students as less than one-third students (70, against 250) were allowed to study in Muzaffarpur and Bhagalpur-based colleges.

BIT, Sindri offers approximately 700 seats.

All engineering aspirants who appeared in the main test of the state’s combined examination this year would be called for a second round of counselling beginning from September.

Reason: About 996 seats have remained vacant out of 1,700 seats offered by five state engineering colleges, including BIT, Sindri, after the first round of counselling that concluded on August 19.

The Jharkhand Joint Entrance Competitive Examination Board (JJECEB) had called 2,555 students for the first round of counselling.

“For the first time, about 30 seats remained vacant even in government-owned tech institute, BIT, Sindri. Not a single student opted for the Bihar Association-run engineering college in Jamshedpur while only one student opted for Ram Govind Institute of Technology, Koderma.

“Ten students opted for Cambridge Institute of Technology, Tatisilwai (Ranchi). The lure of RVS College of Engineering and Technology, Jamshedpur was somehow better with 43 students opting for seats there,” said Omprakash Kumar, the board’s administrative officer in charge of counselling.

The problem has its genesis in JJECEB conducting counselling sessions much later (after AIEEE and other state boards). The poor track record of private engineering colleges is also acting as a deterrent.

BIT, Sindri has a total 680 seats followed by RVS College of Engineering and Technology that offers about 360 seats. The Bihar Association-run engineering college in Jamshedpur, Ramgovind Institute of Technology, Koderma and Cambridge Institute of Technology, Tatisilwai (Ranchi) offers 240 seats each.

Kumar said the board is going to announce dates for the second round of counselling in September in which all — approximately 8,000 — aspirants who appeared in the mains tests of JJECEB (engineering) would be called. There are chances that many students who have been recommended for admissions in different engineering colleges would opt out, JJECEB sources conceded.

The board has asked engineering colleges to inform it by August 28 whether all students recommended for admission in the first round of counselling had taken admission or not and the number of seats that were vacant.

This year, out of 1,049 general category candidates called for counselling, BIT, Sindri scrutinised 957 students to fill 340 general category seats.

As far as counselling for medical seats is concerned, all 147 seats in three government-run medical colleges were filled during the first round. These include 72 seats in Rajendra Institute of Medical Sciences (RIMS), Ranchi, 38 seats in Pataliputra Medical College and Hospital, Dhanbad and 37 seats in Jamshedpur-based Mahatma Gandhi Memorial Medical College and Hospital (MGMCH). But altogether, 17 seats in the general category remained vacant in Kanke-based veterinary college while counselling for agriculture stream is yet to take place.

SC begins interpretation of judgements on Medical, Engg. admission

A seven-judge Constitution Bench of the Supreme Court today commenced hearing on a batch of over 100 petitions seeking correct interpretations of two of its earlier judgements regarding admissions in medical and engineering colleges in a bid to make these easier for students.

A Bench, headed by Chief Justice R.C. Lahoti, before proceeding with the arguments, sought to know from the counsel of various parties the details about total number of available medical and engineering seats prior to 11-judge Constitution Bench judgement of October 2002 in the T.M.A. Pai case, after it and post-August 2003 judgement in the Islamic academy case by a five-judge Bench.

This was necessary to assess the total availability of seats throughout the country, the Bench said, while making it clear that it would only consider those aspects regarding admissions on which various states and private institutions had tried to raise certain “confusions” by giving different interpretations of the T.M.A. Pai judgement by the five-judge Bench.

Over 100 private unaided medical and engineering colleges had approached the apex court, seeking various clarifications, including the minority quota, management quota, NRI quota, common entrance test and separate tests by an association of private colleges.

Since there was a spurt of litigations with regard to admission matters since the two judgements, the apex court had decided that the issue needed to be urgently addressed by a seven-judge Bench to streamline the admission and save the students from various difficulties.

Quota for riot - hit students : SC refuses to intervene

The Supreme Court has declined to intervene in the Punjab and Haryana High Court order quashing a notification of the Punjab Government bringing the victims of terrorism and riot incidents on a par for the benefit of 1 per cent reservation in medical and professional colleges.

A Bench of Mr Justice Y.K. Sabharwal and Mr Justice P.P. Naolekar rejected the special leave petition of the Punjab Government while hearing the petitions of four students from riot-affected families, whose admission was also cancelled in view of the High Court striking down the state government order.

The court was not agreeable to the contention of the Punjab Government’s standing counsel Bimal Roy Jad that the High Court order needed to be reviewed.

Prior to the August 2004 notification of the Punjab Government bringing terrorism and riot victims on a par for reservation benefit, the terrorist victims had the first preference followed by the candidates from the riot -affected families.

The court also rejected the petitions of four students, Ghatdeep K. Lamba, Varundeep Singh, Balwinder Singh Tiwana and Amrit Lal Dhillon, belonging to riot-affected families, challenging the cancellation of their admission after it was informed that they were short of attendance.

The four students were accommodated in medical colleges in the state against handicapped quota seats, which had remained unfilled after the government’s notification. But with the quashing of it by the High Court, their admission was automatically cancelled.

The High Court, in its order passed in September last year, had said that the prefrencewise priority to terrorism and riot victims could not be diluted.

The apex court was agreeable to allow the four students to continue with their studies on compassionate grounds only on the condition if they could meet the minimum required attendance during the current academic session. It refused to carry forward their admissions to next year saying it was bound to affect the new admissions.

The court reminded the students that their admission was possible only because of the amendment made in the rules by the government, otherwise they would have not even got into the medical colleges.

Since the notification of the state had been struck down by the High Court, it was not possible to accommodate them in next academic session, it said.

Of the total engineering graduates in India,  the southern states of Andhra Pradesh, Karnataka,Maharashtra and Tamil Nadu produce 66 per cent.

Jharkhand produces just one per cent.

The stark contrast could well soon become a data of the past, with as many as 10 new engineering colleges coming up in Jharkhand during the current calendar year.

In fact, a few of them are even coming up in the state's worst Naxalite-affected districts like  West Singhbhum, Palamu, Garhwa and Hazaribag .

 Of  the  10 ,

 two colleges are being set up by the state government,

                                 six by different private parties      and

  one each by the Vinoba Bhave University (VBU)   and

the management of DAV Schools   on

public private partnership (PPP) basis. 

Construction works of three colleges are progressing at a very fast pace and if things proceed in the right direction,   the    VBU's proposed engineering college at Hazaribag                   will admit its first batch from the 2008-09 academic session which will commence from coming September. 

"We have already made presentation before the All India Council for Technical Education (AICTE) and the latter had issued the letter of intent (LoI) to us.            The AICTE has also agreed to do mandatory inspection of our proposed college within a few months. We have planned to start the first batch from the coming session itself," the VBU Vice Chancellor MP Singh told Hindustan Times on Tuesday. He said, the proposed institute would be known as the University College of Engineering & Technology (UCET) and it would be set up within the VBU's present campus. 

The Jharkhand Government is setting up its two engineering colleges at Chaibasa and Ramgarh, while the DAV Group at Daltonganj with the financial support from the state government. 

The state government has already released Rs 3 crore to the DAV Group and also promised to release another installment of Rs 3 crore in the next phase. 

"Construction works for Chaibasa and Ramgarh engineering colleges is already started,                as the government had already awarded tender for construction jobs to the                              National Building Construction Corporation (NBCC) and the National Project Construction Corporation (NPCC),"  the state's science & technology secretary Mr. A.K. Basu .          He said, the government would move to the AICTE for approval of the intake capacity as soon  as the buildings and hostels of the two colleges get ready. 

The DAV group also has acquired sufficient lands near Daltonganj for its college.                         It has already erected boundary walls and began construction of buildings, reports reaching Ranchi from Palamu administration suggest. 

Besides these, six colleges are being set up by different private parties, educational trusts and political leaders. While the RJD MLA Ramchandra Chandravanshi is setting up an engineering college in his constituency Vishrampur (Palamu), the former BJP MP Ramtahal Choudhary at his hometown Ormanjhi.

Last week AICTE high level team inspected Motihari , Gaya and Darbhanga based engineering colleges for approval . I hope it will have positive report and Bihar will have a few more engineering colleges like other states .
As per AICTE data as on 31.08.2007 India is having 1668 approved Degree Engineering Colleges in which only 6 are from Bihar . Highest Engineering colleges are in Andhra Pradesh ( 319) , TamilNadu ( 268 ) , Maharastra ( 186 ) , Karnatka ( 141 ) , Uttar Pradesh ( 136 ) , Madhya Pradesh ( 104 ) .

Karnatka have had policy regarding private participation in 1950s only which resulted today many of leading Engineering Colleges are from Karnatka with qualiy education and such colleges helped Karnatka / Bangalore in skilled man power supply . Even politicaly active states like Uttar Pradesh opened its door for private participation in Engineering education only in 1998 and in last 10 years its number grew from 6 to 136 . Uttar Pradesh district Gautam Budhda Nagar ( NOIDA & Greater NOIDA ) is having a dedicated Knowledge Parks which is having more than 100 professional degree colleges . While Engineering Colleges from TamilNadu and Andhra Pradesh have thousands of Vacant seats every year due to this regional imbalance .

Many of states government have a restricted policy in Combined Entrance Examination and admissions in such private engineering colleges so only 15 % seats left for other states , for example in Uttar Pradesh 85 % seats are reserved for domicile of UP using State Entrance Examination qualified while rest 15 % are of NRI / Management .

In Such case , Bihari Students faced tough problems they need to pay a heavy amount from backdoor and much cost to parents per month OR outflowing of money from Bihar to states like Karnatka / Maharastra and Western UP .

A few private initiated engineering colleges are in Bihar but they have very poor Infrastructure and no availability of qualified teachers , No supporting Industry . For example , Bangalore / Mysore , NOIDA / GHAZIABAD and HARYANA based engineering colleges have Industrial interaction and support .


World Bank pat for state tech institutes
- BIT, Mesra, Sindri; polytechnics improve quality ratings

The standard of technical education in Jharkhand has improved dramatically in the span of six months, reveals a World Bank sponsored review of some top institutions.

Since the last Technical Education Quality Improvement Programme (TEQIP) review that was based on the findings of a World Bank team in January, the latest review has awarded BIT, Mesra, 9.4 on 10, and BIT, Sindri, 7.4 points against a national average of 6.6.

The two government polytechnics at Ranchi and Dumka, covered under TEQIP, have also improved, registering over 6 points each.

As reported in The Telegraph on February 27, the January review painted a dismal picture of the state of technical education in the state. BIT, Mesra, scored 6.7, while BIT, Sindri, got 5.4. The two government polytechnics in Ranchi and Dumka scored a pathetic 2.1 and 4.2 respectively.

“The overall performance of institutions in the 10th review of TEQIP has improved remarkably. But these institutions need to do much more to sustain the improvement,” said technical education director Arun Kumar, who was present at the review meeting.

“All the institutes need an NBA accreditation for the various courses they offer before September 30. Besides, teaching position vacancies need to be filled — at all levels in polytechnics and at senior levels in BIT, Sindri,” Kumar added.

The review meeting was held at TEQIP’s Noida-based National Project Implementation Unit under the aegis of the Union ministry of human resource development. It was attended by C.T. Mahajan, a joint secretary-level official in the ministry, BIT, Mesra, vice-chancellor P.K. Bahrai, BIT, Sindri, director S.K. Singh and others.

Jharkhand has already received around Rs 35 crore under TEQIP to improve its technical education. The major chunk, about Rs 20 crore, has gone to BIT, Mesra, while BIT, Sindri, got about Rs 12 crore. Both the state-run polytechnics received Rs 1 crore each.

Two other engineering institutions in the state, National Institute of Foundry and Forge and National Institute of Technology, Jamshedpur, are also covered under the programme — but both are under Centre’s guidance.

The second phase of TEQIP is set to start March 2009 onwards. Then, sources said, engineering colleges offering undergraduate and postgraduate studies would be covered, while polytechnics would be left out.

On the issue of accreditation, BIT, Sindri, director S.K. Singh said they were planning to register two new under-graduate programmes in information technology and computer science through the NBA within the stipulated time. “The institute needs more autonomy and stakeholders are convinced about this. The government should consider the matter seriously,” he added.

The Union government on Monday informed the Supreme Court that a policy to regulate and streamline deemed universities, including the criteria for conferring the deemed university status, will soon be put in place.

Additional Solicitor-General (ASG) Vikas Singh made this submission before a Bench, consisting of Justices Dalveer Bhandari and H.S. Bedi, hearing a petition filed by advocate Viplav Sharma, seeking proper guidelines to prevent the mushrooming of deemed universities.

Draft guidelines


The ASG said draft University Grants Commission (UGC) guidelines were lying with the government. When Mr. Justice Bhandari asked the ASG to file reply in two weeks, he said, “the government is in a flux and no decision could be taken.” The ASG said at least five weeks time was required to come out with the policy decision.

Mr. Justice Bhandari told the ASG: “The situation is so bad that the matter requires immediate attention. This is an extremely important matter.”

Counsel Sanjay Hegde said that during the pendency of this petition, over 25 institutions were granted the deemed university status.

The Bench, while posting the petition for final hearing to August 25, asked the ASG and counsel for the UGC to file their response in the meanwhile.

Strict scrutiny


During the last hearing, the Centre told the court that once the new regulations were in place, private institutions would be subjected to strict scrutiny before grant of the deemed university status. Foreign universities would also be brought under the purview of the regulations.

The petition said the ‘Deemed to be University status’ was being sought by all sorts of institutions that had no infrastructure, no facility and no adequately qualified staff.

The trend of establishing deemed universities had gained ground and new developments in education were being exploited commercially, bypassing all safeguards including approvals by the State governments and other authorities such as the All-India Council for Technical Education, the Medical Council of India and the Dental Council of India.

High quality

Contending that the Centre and the UGC were conferring the status arbitrarily, the petitioner sought a direction to the respondents to confer it only on institutions that produced high quality research papers and professionals of global acceptability.

Dangerous For Indian Youths scores of websites are teaching how to make bombs –
from hand grenades to pipe bombs - all for free, say experts.

From descriptive videos that go on from two minutes to 30,
To scientific programmes to explanatory texts on how to make bombs,

this is and a lot more is available in cyber space.

One website mentions that hand grenade can be made from iron pipes and plastic explosives;

plus, propellant from small arms or shot gun ammunition can be used for deadly attacks.

The website, while giving the due procedure to make bombs, advocates the use of various length and diameter of Iron Rods Wires to detonate a bomb. It the length and diameter of Iron Rods required and easily available chemicals.

Law to Stop Sexual Repression on Students Soon

The government has taken an initiative to make and enforce a law within two months to prevent sexual harassment and repression in all educational institutions across the country.

The University Grants Commission (UGC) has started formulating the new law in this regard, said an Education Ministry announcement yesterday, in the wake of a number of such reported incidents.

"The government is closely observing the situation arising in Jahangirnagar University (JU) out the allegation of sexual harassment on female students. "

" Such a situation can badly tarnish the image of the educational institution alongside casting a negative impact on the overall educational system," it said.

Referring to public universities like JU, run by own rules and regulations, the ministry said,
"The government believes that it is possible to resolve such allegations administratively with the own rules of the respective university."

The government will soon sit with the JU syndicate members and UGC for exchange of views for framing policy guidelines in this regard.
